The government recently announced the extension to the Movement Control Order (MCO) period for all states nationwide, except for Sarawak, from 5 to 18 February 2021.
With it comes a new set of updated standard operating procedures (SOP) and guidelines on what the rakyat can or cannot do during what many have been calling MCO 2.0.
TRP gives you a quick look at the official MCO SOP provided by the National Security Council (MKN) and announced by the government.
The following SOP will apply throughout the entire peninsular and the Federal Territory of Labuan in Sabah.
Malaysians residing in other parts of the country such as areas under the Conditional Movement Control Order (CMCO) and Enhanced Movement Control Order (EMCO) may find more detailed guidelines available on the MKN website, HERE.
The basics
What’s allowed
- Essential services and its chain of activities.
- Buying and acquiring essential items and services.
- Obtaining health and medical treatment.
- Conducting official government and judicial duties.
What’s not allowed
- Everything that is not listed as an essential service.
- Social activities such as events, family or religious gatherings and reunions are strictly not allowed.
- Inter-district travel within MCO areas and inter-state travel without permission from the Royal Malaysian Police (PDRM).
- Movement into and out of MCO areas without permission from PDRM.
The finer details
- The public is required to adhere to Covid-19 health protocols especially in public places at all times which includes; wearing of face masks, physical distancing of a minimum of 1 meter and checking in their attendance at a public location either with the MySejahtera mobile application or manually.
- Residents in MCO areas are strictly not allowed to leave their homes except in order to get food and supplies, emergency medical services or for work – with the necessary permission slips and documentation.
- Only two people from one household are allowed to go out outside to get food, supplies and medicine within a 10km radius or at the nearest available location.
- A maximum of three people is allowed to go out if there is a person in need of medical attention (two people can accompany the sick person).
- Travel in and out of MCO areas for emergencies such as the death of a family member or other matters are allowed with prior approval from PDRM.
- Long-distance married couples are allowed to travel to see their families with prior permission from PDRM.
Other activities allowed in MCO areas
- Shopping centres, malls, and department stores that sell food, supplies, medicine and electronics are allowed to open.
- Restaurants – including those in pubs and nightclubs – as well as food stalls, hawkers and food trucks, are allowed to operate from 6am to 10pm.
- All food and beverages must be taught and sold only take-away, drive-through, or delivery from 6am to 10pm.
- Grocery stores and convenience stores are allowed to operate from 6 am to 10 pm.
- Daily markets, farmers markets, public markets, and weekly markets are allowed to operate from 7 am to 2 pm.
- Night markets or pasar malam will be allowed to operate from 4pm to 10pm
- Wholesale markets can operate from 12am to 6am and 11am to 4pm.
- Pet stores and Veterinary clinics can operate from 6am to 10pm.
- Laundry services and eyewear shops are allowed to operate from 6 am to 10 pm.
- Barbershops and hair salons are allowed to open until 10pm.
- Car wash services can open until 10pm.
- Recreational activities, specifically jogging and cycling is allowed. No more than two people are allowed to jog together within the confines of a neighborhood area and one can only cycle alone within a distance of no more than 10km from your homes.
- Congregational Friday prayers at mosques and suraus in the Federal Territory of Kuala Lumpur, Putrajaya and Labuan are allowed with a maximum attendance of 30 people. Muslims in other parts of the country may be allowed to attend prayers given permission and guidelines from their respective State Government and state religious authority.
